Exporting from Kazakhstan to CIS countries: checks under Orders No. 424 and No. 223-НҚ

Экспорт из Казахстана: что проверить до отправки по приказам №424 и №223-НҚ — VF Group Plus

Planning to export goods from Kazakhstan? Before dispatch, check two sets of lists: the Specific Goods Control List under Order No. 424 and, for shipments to CIS countries, the lists under Joint Order No. 223-НҚ.

Since 19 September 2026, the list under Order No. 424 has applied in a new version approved by Order No. 435 of 1 September 2026. Use the updated list for new shipments, including repeat deliveries of familiar products.

1. Order No. 424 — check every export destination

This list must be considered when exporting from Kazakhstan to EAEU countries, other CIS countries and any third countries. Shipments within the EAEU are also subject to specific goods controls.

Start by checking the TN VED commodity codes of every item in the shipment. For a large number of items, check the entire list at once using Excel or a printable SNT goods consignment note in PDF format.

If a code appears in the list under Order No. 424, address the identification conclusion in advance. In VF Group Plus’s experience, government authorities also request a conclusion confirming that ordinary civilian products are not specific goods when their code appears in the list.

In addition to the code, compare the product name, intended use and technical specifications with the list wherever possible. Pay particular attention to descriptions resembling products on the control list.

Please note: plastic articles — code 3926 90 970 9

The updated list under Order No. 424 includes code 3926 90 970 9 — other articles of plastics. A wide range of products is declared under this code, so pay particular attention to these items when preparing an export shipment.

Given the practice of requesting documents for listed codes, be prepared for state revenue authorities to request an identification conclusion, including confirmation that the product is not classified as specific goods. Address this document before dispatch to avoid shipment delays. A matching code alone does not mean that every plastic article is a specific good.

A case from our practice: a shipment of electronic circuit boards

The boards’ TN VED code was not in the list under Order No. 424. However, the border inspector noticed the product name and requested a conclusion confirming that the goods were not specific goods. The shipment had to be put on hold until the document was obtained.

Therefore, the absence of a matching code does not resolve every clearance issue. The law includes Article 24, “Catch-all control”: controls may also apply to unlisted goods if a government authority has notified the participant, or there are grounds to believe that the goods may be used to develop weapons of mass destruction, their delivery systems, armaments or military equipment, or for terrorist purposes.

If the code or description suggests that a product may fall within the control list, address the identification conclusion before dispatch.

2. Order No. 223-НҚ — an additional check for exports to the CIS

For shipments to CIS member states, also check the goods against Joint Order No. 223-НҚ. It introduces a permit procedure for certain goods previously imported into Kazakhstan:

  • industrial goods;
  • telecommunications and computer equipment, parts and materials;
  • aviation industry goods.

If the code is listed, check whether a permit is required before dispatch. The product’s origin and supporting documents matter. The order provides exemptions, including for goods of Kazakhstani origin and goods from CIS countries with the required documentary evidence, and where the relevant specific goods licence is held.

Where a permit is required, the rules provide for its issue within 5 working days. Allow for this when planning the shipment.

How to check a large shipment

The VF Group Plus service lets you check goods against both documents:

  • Individual items — enter a TN VED code or description.
  • Bulk checking via Excel — upload a list of goods.
  • SNT in PDF format — upload a printable goods consignment note from the Electronic Invoicing Information System with a text layer.

Bulk checking helps quickly identify matching codes in a large shipment. Review descriptions and supporting documents separately for uncertain items.
